Your story should explain how this expression came to be, and why it means what it does.

Once In A Blue Moon

A long long time ago on a hot summer night in Louisiana there was a blue moon. The whole town had been exited to see this once in a lifetime moon. As it got dark people started to come outside with their lawn chairs and picnic blankets. This blue moon had lit up the entire town. So many faces were eager to see this blue moon but when the moon was coming up the people began to see spaceships in the sky. The whole town was forensic over these UFOs they started to freak out and even some thought it was the end of the world. It lasted until the morning when the blue moon had passed. The whole day the town stayed in doors, so scared that they would come back. The next night the moon was back to normal and the UFOs had disappeared. The whole town agreed that it was once in a blue moon.
